Greek file names?

I apologize for posting in the Greek forum, but not being able to understand Greek. Since my problem relates to Greek file names, I hope someone can help. We are using Joomla 1.0.15 (and have made a test site using 1.5), with UTF-8 encoding for both the database & article pages.

We have a multilingual site for a company who wants to provide product information with linked PDFs. The file names need to be in the target language, for example:

Αριθμός Παρτίδας 700001 ACCURUN 1 ΣΕΙΡΆ 2400 Θετικός µάρτυρας πολλαπλών δεικτών.pdf

When I upload the files with Docman, the file name appears like this on the web server:
Αριθμός Παρτίδας 700001 ACCURUN 1 ΣΕΙΡΆ 2400 Θετικός µάρτυρας πολλαπλών δεικτών.pdf

Using Firefox as a browser, there is no problem. Even though I can't read the file name on the server, links work just fine in Firefox (both Mac & PC). However, with Safari, Opera, Netscape & Explorer, the link just resolves to "File Not Found". Tests have been made with just one Greek word in the file name, with the same results.

Is there anything I can do?

I think it is a server host issue, not a joomla problem.
