2. What is the current issue?
The code in the editor of com_templates is not easy to read and makes it harder to really work with this tool. Also, there are some people who prefer to write articles in HTML, but would like to have some help in this by using code highlighting. This is currently not implemented in Joomla!.
3. What are the proposed improvements?
The project eXtplorer uses codepress for their code highlighting. This editor seems as a good solution for this problem and is also released under LGPL. Adding this as an additional editor and forcing com_templates to use this editor for the editing purposes would be a preferrable solution. The package is 144 kb big, but can be slimmed down to 96 kb by removing unnecessary supported coding languages. More informations can be found here: http://codepress.org/

Well maybe one negative effect on performance - having to download that additional 96k when editing templates But that is probably not a major issue, as it is unlikely to be a common occurrence.

I am totally agree with Rosco, performance issue but it's not a big deal.
Although I am not editing template via joomla, I will still give a thumb up.
However, is the codepress the best solution?

I believe codepress is now included in JCE as a plugin.

I would recommend CodeMirror instead - http://marijn.haverbeke.nl/codemirror/ - as it is more actively developed (CodePress seems a bit stagnant at the moment) and it has a 'mixed-mode' parser (XML, Javascript, CSS).

JCE will be using this from the next update (1.5.2+)
