Short description
URL should be optionnaly prefixed with a numerical id, consisting of a creation date number, plus a unique id. Example : mysite.com/20080309/212/page-title.html. This URL should not vary when the page content is updated, to keep the url consistent.
Insertion of this numerical id should be done on a category or section basis.
Expected benefits/ Problem solved
This is a requirement for insertion in Google News-like services.

I'm very sorry to totally disagree with you. I beg your pardon but I think that Joomla isn't a news system but a content one and so joomla cannot follow a googlenews feature. I think a good 3pd can simply add this type of URL by a special component / plugin. Sorry again!

I would love to see SEF URL plugins available.
IMO, WordPress dominates in this area and I encourage looking at what they did.
Permalinks are only going to become more important as we head into the semantic web. I do look at a small set of basic URLs in core as a very positive thing. Doing so, will also provide a nice pattern for others to follow because we are not all ever going to see URLs the same way. Lots of diversity in this.
It would be a welcome improvement, IMO, to add this to 1.6 core. Very welcome, in fact.

This feature is already available through sh404SEF, both for J 1.0.x and J! 1.5. Having this possiblity in the core would not make Joomla a "news system" (though you'd have to define that!). However, not having this (as a switchable option of course) prevent Joomla powererd latest news items to be published by news systems such as Google news. And I don't see why we should not.

as a possibility offered by joomla... yes, that's right but I disagree in case of a speficic way for "designing" our joomla URLs. (so you can use plug-ins or dedicated components, IMO) A joomla site can be a news site, sometimes... but above all a joomla site can be whatever joomla site you want to manage.

It has never been mentioned this would be put in ALL URL. Actually, it was specifically mentioned it can only be done if either section or at least category-related. Which means it can be turned on/off at will.

is it possible to move the unique id to the right corner of the URL? it now comes after the domain name.

very simple the solution
1- it creates a menu with all the archives and adds urls without ids
2- later it creates mine for the sections and the categories as urls already had been created does not add id it sees
