[33]Global Configuration enhancement

1. Summary
Numerous options are available in the 3 screens of the Global Configuration. They are well organized into sections, making easier the overview of the available parameters. In some cases disabling ("greying out") the related options would help the non-coder users.

2. Goals
2.1. System tab
2.1.1 User Settings
When "No" is selected at Allow User Registration, the additional options should be disabled.
2.1.2. Cache Settings
When "No" is selected at the Cache option, the parameters below should be deactivated.
2.2. Server tab
2.2.1. FTP Settings
when "No" is selected for Enable FTP, the required details should be inactive.
2.2.2 Mail Settings
It's a bit complicated as Joomla! supports 3 mailers. However, the SMTP part of this section should be activated only when the selected mailing methods supports it.

I guess this is discussed at http://forum.joomla.org/viewtopic.php?f=500&t=265594 ? Does the Global Configuration panul use JParameters ?

I agree this is a good improvement for the new users. But I think it's very nessesary that the information entered in the fields stay there and are not lost although it's deactivated. That way it's also like now that you for test reasons can switch something on/off with out having to reenter the information in the other fields.
