Directory Permissions UnWritable - Win Server 2008, IIS 7

I just upgraded our Intranet Server to Windows Server 2008, IIS7, PHP5.3.6, and MySQL 5.1. All of my directory permissions are unwritable. I have tried the icacls several ways to no avail. Is this user correct? What else can I check? Anyone else have issues with this on server 2008?

ICACLS EXAMPLE:

REM @echo off
set SECUSER=server\iusr_server

icacls "c:\inetpub\wwwroot\intranet2\media" /T /Grant %SECUSER%:F /inheritance:e

Has anyone done a Joomla Install on Server 2008 with IIS 7?

I'm starting to assume Joomla is a no go on this setup.

I solved my own problem. Not sure if it's proper, but i gave the Users group write permissions and they are now all writable.
