A similar issue...

Straight out of the box local install of Joomla 1.6.1 on XAMPP 1.7.4-VC6. The very first click was on Submit an Article or Submit a Web Link and it immediately gives this error message: Strict Standards: Only variables should be assigned by reference in C:\xampp\htdocs\joomla\libraries\joomla\form\form.php on line 865.

Log in to the Admin section, click on Category manager or Menu manager or Media manager or Module manager or Extension manager or Language manager or Template manager and meet Strict Standards: Declaration of JButtonPopup::fetchId() should be compatible with that of JButton::fetchId() in C:\xampp\htdocs\joomla\libraries\joomla\html\toolbar\button\popup.php on line 78.

Clicking Add new article again yields Strict Standards: Only variables should be assigned by reference in C:\xampp\htdocs\joomla\libraries\joomla\form\form.php on line 865

Joomla 1.6 is not PHP strict compatible, to get rid of the messages you have to change the configuration of your PHP installation.

Open your php.ini file, locate the error_reporting and set it to the value E_ALL.

Localhost Usually under folder/directory named "php"
i.e for xampp c:/xampp/php/php.ini
i.e for lampp /opt/lampp/php/php.ini
for webhost usually ask the server administrator
"usually" not "exactly"

Open it with a standard text editor, not with a word processor program.

I am able to find the line using notepad but not sure exactly where to input the code or value..

Just set it to off and restart your web server.

If using mod_php, the following apache configuration is less intrusive change:
