??? Is there a html code that can permanently block robots from visiting our site?

Yes, the file robots.txt.

It depend though on that the robot is polite and follow the rules.

You can also block out certain types of clients with the .htaccess file.

The best way to block robots is via your .htaccess file. Take a look at the following Joomla document reference to see an example of how this can easily be done:

NOTE: Look for the section down the webpage titled "Block bad user agents".

Another way to increase security is to install Joomla third party security software. Take a look at the JED category below for various Joomla security extensions that are available:

When you long in to your back-end Joomla 3 go to system (top left corner) then global configuration in meta data settings there is an option for robots to "no index no follow"

We downgrade to 2.5. This did not work.
