You cannot turn this on when on a shared server. You need to request your hosting company to enable this in their compilation of PHP (if they do not do this now they won't for me think)

Can anyone explain how to do this? Where do I find the native ZIP support package? How do I add it to my PHP installation? How do I recompile the PHP?

I am running a VPS:

PHP 5.3.13
Apache/2.2.22
MySQL 5.1.62-cll

I also run cPanel on my VPS (if there is an easy way to do it using cPanel)

Depends on the facilities granted within CPanel by the host by way of php.ini administration and options to add/enable the necessary extension.
Have you referred to the host support documentation or support desk?

Native Zip support is a feature of PHP, a program that runs on the webserver to interpret your Joomla files and render them as html. To enable it, you have to install the 'plugin' in PHP on that server. If you have a VPS or virtual private server, this is easy. If you have Ubuntu, this command in your commandline will install it: sudo apt-get install php-zip.
