Not personally having tried but it seems yes:

put "microsoft webmatrix joomla" into Google and see the results and take it from there.

Or you could just do it the "old fashioned" way and install WampServer 2 or XAMPP as recommended.

Would also add that requires IIS 7 or better for Joomla to work.
