SQLSRV Connection Error

Hi I am trying to migrate our current 2.5 version mysql over to a sqlsrv version and I am getting this error when I open the site up.

Database connection error (2): JLIB_DATABASE_ERROR_CONNECT_SQLSRV

The database is a SQL Server 2008 version.
PHP Version 5.2.5

This can occur if you are creating a new database for the Joomla installation and that creation process has not yet completed.
Check your database manager and make sure the database is available.

The same error can occur once the database is created but you are changing the password.

Do you have both database servers on the same host server?
Are the ports resolving correctly and correctly being referenced in the server php.ini file?
