Users can't change "state" or "featured"

I have created a user group, and for a particular category gave the group all of the rights of that category, with the exception of "delete".

Users of that group are able to access the back end, and able to add articles. But, they are not able to change the state ("published, unpublished, etc).

Since it is allowed in the category, where could that be set that it is denying them that right?

The new user group is under authors. When viewing the rights through the category options, it shows that user group as having permission to change the state.

How can I get these authors to be able to change the state?
