Calculated Settings Not Saving

J17 site that has been migrated from J15. User permissions for Public came in as Inherited with the Calculate Setting as Allowed (Super User) with the Lock symbol. When I change the Public setting to Denied for any of the settings and Save the Calculated Setting does not change.

This is giving Public edit rights to my weblinks.
