Unable to login to back end or front end

I have been asked to look at a site that appears to be broken. It hasn't been logged into for a long while. the admin login won't work. It is the usual returns to login in page error. I am using the correct password because if I use anything else I get the wrong password error.
So i have been researching this problem for 3 days and have tried all the solutions to no avail.

Through phpMyAdmin I have checked the plg_authentication_joomla is enabled, plg_user_joomla is enabled
Checked xxx_user_usergroup_map is set to 8 for super user
Changed admin password in the database
Created new super user admin2 as per online instructions
Deleted all entries in session table

I checked configuration.php file for the following:

public $cookie_path = '';
Deleted cookies in the browser
I have done all the other steps that I have found on various forum but still nothing is working and I can't login.
I know there are problems on the site that need to be fixed....

Joomla 2.5 does not run on php 7. J2.5 was EOL from December 2014 and is not supported any more.
You have also failed to update 2.5.14 to 2.5.28 that was released in December 2014.

You must upgrade your Joomla before upgrading php. It will run on php 5.6 after updating to 2.5.28

Unzip the package and upload to the site, overwriting all files.

The current version of Joomla is 3.7.2 and runs on both php 7.0 and 7.1
