Global Configuration Page Not Functional

I'm currently running 2.5.24 of Joomla on my website. When I try to load the Global Configuration page, this is what I see:

I've searched and tried so many troubleshooting methods but nothing has seemed to work. Any help would be greatly appreciated! Thank you!

1) Why haven't you updated to 2.5.28?

2) Have your host updated the php version on the server?

1. My Joomla admin panel says this - http://prntscr.com/h0m1hv

2. My php version is "4.0.10.14". When I click anything in phpmyadmin it's stuck on "Loading..."

I think you are mistaken on the php version. 4.0 is even below the minimum for Joomla 1.0
