Fatal error: Class 'JHtml' not found

Hello, after a long time today i decided to bring back my site online. But sadly after i restore my backup i cannot access my site, include my admin page.

I getting this error when i tried to access to Admin page:

Fatal error: Class 'JHtml' not found in C:\xampp\htdocs\1\administrator\components\com_login\views\login\tmpl\default.php on line 12

Please what should i do? At least from my Admin page i can copy some my old copy include my posting.

And my index page getting this error:

yeah correct, last time as i remember my site full with malware code.
