Why can authors approve their own articles

I created a user with author permissions. When the author logs in via front-end login, the "Add Story" page displays a message at the top "You are in the Approver Group and can Review Article submissions" and the save button says "Save and Publish". I have looked at the permissions in the Global Configuration, and author is set to only add/edit their own articles, but not to publish their articles. I also looked at JCE editor settings, but didn't see any custom permissions there. Where else should I look to find out why an author would have approver rights?
