Does anyone know what underlying software powers this present Forum.
Joomla! with some extension OR some totally "foreign" package/system.

If you want a forum extension rather than an external 3rd-party one as is done with Joomla then
https://extensions.joomla.org/extension/kunena/ is a popular one.

(The template for Joomla's forum is customised to suit their web design).
