How do I create a new topic in the forums?

@sozzled HOW CAN I POST A NEW TOPIC/QUESTION TO EVERYONE HERE ON THE FORUM. Where do I click to post/ask a new question? I have been able to post two new one yesterday but now I just don't know where I clicked. THANK YOU

1) Go to the Board Index
2) Select a category
3) Click "New Topic"

Easy: 1-2-3.

I am not able to find New topic. it is not there is the page

3) Click "New Topic"

Easy: 1-2-3.

This is off topic from this but I cant seem to find a button that says POST NEW TOPIC in the entire joomla forum. I would like to post about my specific problem which is not listed in the search area. Sorry for the off topic request but I have been staring at the joomla new topic post page for a while now and cant seem to see where to add a new post. Thank you in advance for any help.

Hi imanickam, on the homepage, there is no Category to click.
Hi sozzled, on Board index , there is no Category to select.
Looks like 2 gentlemen can see what some of us, including me, can't.

Select a sub forum, for example "General Questions/New to Joomla! 3.x" or go directly to viewforum.php?f=706 and find the button 'New Topic' above the blue 'Topics' bar.

I would like to create a new topic. For this I read the FAQ where it is said:

How do I create a new topic or post a reply?
To post a new topic in a forum, click "New Topic". To post a reply to a topic, click "Post Reply". You may need to register before you can post a message. A list of your permissions in each forum is available at the bottom of the forum and topic screens. Example: You can post new topics, You can post attachments, etc.

My problem is that I don't find any "New Topic" item anywhere

On top of this, I do not find any list of permissions

Could somebody help me

?

Forgive this being off-topic. I can't figure out how to post a new topic on the forum. The FAQ says: "To post a new topic in a forum, click "New Topic". In this particular Forum you cannot add a new post. But in the other forums you can. So first go to the Board Index and then find the appropriate forum and click to go into it.

Then, there's a "new topic" button at the top left you can click on. Hope that helps!
