Create a new forum category for J! 4.x discussions

I note that there've been a few discussions about the upcoming (next year) J! 4 upgrade; these discussions are being lobbed into the "General Questions/New to Joomla 3.x" forum category because there's currently no "home" for these discussions that I can see. Would it be possible to create a home to discuss the development of J! 4?
