Top Menu Items of joomla.org Not Showing When Viewing Forum

Noticed that the top menu items of joomla.org (ie "Joomla!", "Download & Extend", "Discover & Learn", "Community & Support", and "Developer Resources") are not visible when viewing the forum (https://forum.joomla.org/). Only the black band is visible.

Refer the following image:

The menu items are visible when viewing other menu items such as "Joomla! Downloads" ("Download & Extend" > "Downloads").

As more than one file could not be attached to a post, could not attach an example of this case.
