Given what is happening internationally will the Joomla forum be locking the Russian board?
Or will it defy the world wide condemnation by keeping it active?

My personal opinion is that shutting down the Russian forum would help nobody. I suspect that the Russian forum users are not Putin supporters because they can read and write.

But is not that part of the point? The sanctions and pressure not only hits the war machine but adds to the discontent.

Above all else, the forum moderators can decide whether or not to exercise their discretion in suspending the operation of a forum.

At the risk of venturing into a political discussion (which is contrary to the forum rules), here are a few points that may be relevant:

1)
  1. According to Wikipedia, the Russian language is spoken by 3.8% of the world's population (either as a first or second language) and is the world's eighth most-spoken language used by nearly 260 million people. Russian is one of "the official languages in Russia, Belarus, Kazakhstan, and Kyrgyzstan ... is used widely as a lingua franca throughout Ukraine, the Caucasus, Central Asia and to some extent in the Baltic states."
  2. The Cyrillic alphabet is also used extensively in more than 50 languages including "Belarusian, Bulgarian, Kazakh, Kyrgyz, Macedonian, Montenegrin (spoken in Montenegro; also called Serbian), Russian, Serbian, Tajik (a dialect of Persian), Turkmen, Ukrainian, and Uzbek". The use of the Cyrillic alphabet does not imply that the text is written in Russian.
2) A Russian language translation pack is available for J!. The Joomla Forum™ provides support in the Russian language for people who wish to use it and there are Russian language moderators who ensure that forum discussions remain on-topic—as far as J! is concerned—and provide assistance for native speakers of the language.

3) The policies and actions by any government do not reflect events within, or attitudes, beliefs or views of people who are citizens or residents of, any country at any time past, present or future. That is the same everywhere around the world. Governments are accountable for their own policies and actions (whether such accountability occurs domestically or to the community of nations as a whole).

4) Everyone is entitled to their opinions and beliefs. The forum rules, however, make it clear that certain areas are off-limits concerning whether those opinions or beliefs may be expressed here on this forum.

5) There may be logistical factors (e.g. if there are no forum moderators who can facilitate forum discussions at some time or for technical reasons) that may force the closure of The Joomla Forum™. Current events—whatever they may be—may be grounds for closing [parts of] the forum; that's a matter for the forum management team to consider and decide as appropriate.

6) I do not necessarily agree nor disagree with the policies and actions of governments—including the government where I live—and I do not use this forum to express my views (or reflect on the other people's views) in such matters.

It was an open question for the moderators (obvious it was for them because only they could give a definitive answer). It was to get a Yes/No answer not a discussion.
