Can't download Joomla distribution

Hi!
Recently (at least a few days), when trying to download the Joomla installation distribution or update files from the official website joomla.org I get a message about connection unavailability [see attachment]. Tell me, please, what could be the reason for this? What can I do to download files?

I would not create this topic, but many users from Russian regions have had such a problem for a long time. I'm administrator of the Russian Joomla! CMS support forum, and I do not know what to answer users' questions about this.

the servers that joomla is downloaded from are a cdn. that cdn is "powered by" cloudflare. So perhaps either the cdn is broken or moree likely cloudflare is blocking ip addresses from russia.

As an alternative you can downlod from https://github.com/joomla/joomla-cms/releases

I can update my projects through Git repositories without any problems. But how to explain to ordinary users what they need to do? Devoted about 15 years of my life to development on Joomla and never thought that the end could be like this...
