Would this support logging into the Administration area and back-end services as well as front end services?

The distinction between front-end and back-end doesn't really exist when you start talking about web services. The services provide access to and management of all content, however you define that. So you will be able to manage articles and categories of course, but you will also be able to manage menus, users, configuration data, and so on. You should certainly be able to build an entire website using only the web services API. In theory you should be able to build the entire administrator application using only web services if you have a mind to.

If the Kickstarter project had reached its funding target then it would have made sense for the GSoC project to build on that, but as it didn't it's a harder decision to make. I don't know whether the GSoC project got approved, but given the short time available it might be better for them to build a "temporary" solution. Anyway, I think it would be up to the student which way they want to play it.
