To pass, the vote required at least twice as many for, as against: "To adopt the motion, the votes in favor need to be at least twice as much as the votes against (two-thirds), ignoring the blank votes." 19 is more than twice 9 and is also (fractionally) more than 2/3rds, and so the motion (presumably) passes (as we await that blog post confirming). Nathan, you got the vote for Marijke logged incorrectly; she voted +1 which gives a 19-9 total. So, it did pass with a 2/3's majority (67.8%) and twice as many votes for the motion compared to against.
