Site Down & can't login as administrator
The web server One.com upgraded php to 7.2 and this is the error i see when opening www.heemkringokegem.be
Fatal error: Cannot use Joomla\String\String as String because 'String' is a special class name in /customers/3/9/d/heemkringokegem.be/httpd.www/libraries/vendor/joomla/registry/src/Format/Json.php on line 12
When i try to login as admistator the same msg appears (http://www.heemkringokegem.be/administrator/index.php).

What is your Joomla version ? what was your previous php version ?
In Joomla 3.9, line 12 of json.php file is empty.

The site appear to be v3.4.5, and that version is not compatible with PHP7.2 to begin with.

Since php 7.0, String is a reserved word.
Ask one.com to downgrade your php version, back to what it was before (they are supposed to do so if you encounter problems: https://help.one.com/hc/en-us/articles/ ... pdate-PHP-
Backup everything and try to upgrade everything (extensions/Joomla) in a local configuration.

Thx all.
First i downgraded php from 7.2 to 5.6 (on one.com the site server)
This was needed to enable login as administrator.
Than upgrade joomla to 3.9

Sounds like one (or more) extensions are incompatible with the version of PHP that you're using (and more information is needed). To help us to try to identify the cause(s) of the problem, I would suggest that you use the Forum Post Assistant tool and follow the instructions relating to how to use the report in the forum.

Update Favicon plugin https://extensions.joomla.org/extension/favicon/. And you should keep all extensions up to date.

The FPA report shows PHP 5.6.38 (not PHP 7.2.x)!
I agree with other contributions (about outdated extensions in use). Additionally Session Path Writable = No (which should be Yes) may cause problems with updating. Folder permissions = 777 are unnecessary in a well-maintained J! website; the file permission for configuration.php is normally 444.
Possibly there were issues with updating the J! CMS core files at some time and these issues were not noticed until now. Quickest resolution for the problem(s) is to restore the site from a known backup (before the problems were noticed) and attend to the other maintenance activies referred to in this and previous posts. Good luck.

I assume that you meant to write that the problems you were having (with the site being "down" and unable to login as the site's administrator/superuser) are not there now. Correct?
In any case, a number of suggestions were made in this topic concerning keeping your website up to date. Additionally, in a well-maintained, secure Joomla hosting environment, there is no need to relax the recommended folder and file permissions (in ways that could potentially allow others to create mischief and wreck your hard work).
In moving from PHP 5.6 to PHP 7.something—let's recognise, from the outset, that it's a good idea for people to be heading that way, anyway—it's important to understand that outdated software—software that was designed and constructed back in the days when PHP 5 was in widespread use—may not be compatible with PHP that is now becoming mainstream. A while ago I made the conscious decision to move my hosting base from PHP 5.6 to PHP 7.2; I didn't want to go through the intermediate phase of trialling PHP 7.0 because PHP 7.0 has no future in it. PHP 7.2 is, at the moment, the way I would recommend people should be heading.
Looking at the Joomla usage stats, regardless of how reliable this information may be, PHP 5 is used by over two-thirds of all Joomla websites (i.e. websites created after J! 3.5). Of the remaining one third, half of those are using PHP 7.0 and the other half is roughly split between PHP 7.1 and PHP 7.2. In effect, this means that nearly 95% of all Joomla websites are using versions of PHP that is at end-of-life or that have no long-term strategic value. There are lessons to be drawn from this particularly for people who are interested in using Joomla 4 (because J! 4 requires PHP 7).
Going from a hosting base that uses PHP 5 to using PHP 7 may not always be plain sailing; the difficulties increase proportionately with the number of extensions one has installed on one's website(s). Even more so, there are differences between PHP 7.0 and PHP 7.2 that will compound the problems. We can't explain all the differences here but the point I want to make is that the task of going from PHP 5 to PHP 7 is made easier if the application software that relies on PHP is kept up-to-date with the latest releases from the developers who designed and constructed them.
It's not an application developer's fault that software does not keep pace with PHP. The reason why most websites fail is also not because something just happened (unless one believes in the power of the supernatural). The reason most websites fail is because people don't spend their time ensuring that basic housekeeping and website maintenance is being done regularly and effectively.
