Upgrading PHP from 7.2 to 7.3 on the backend

Website is hosted on a physical private server running Windows Server 2012 with Joomla 3.9.23. Server is using Xampp. Uninstalled Xampp 7.2 and deleted folder and contents of c:\xampp. Installed Xampp 7.3. Created new db. Imported db from working 7.2 version. Getting this error/warning in browser at 127.0.0.1:
"Warning: session start(): Failed to read session data: user: c:\xampp\tmp in c:\users\username\website\libraries\joomla\session\handler\native.php on line 260
Error: Failed to start application: Failed to start session"

Changed in configuration.php all references of localhost to 127.0.0.1.

Need help with getting site to start successfully. Don't know what else to try. All searching I have done seems to point to changing localhost to 127.0.0.1 or a db pwd. If I import the db from the working site, does that keep the pwd from 7.2 or use the new pwd that was created after installation of Xampp 7.3? How do I find out what the pwd is for the working 7.2 db?

The database password for the previous 7.2 database is in the file configuration.php. Edit the file and change it to match the new password that was set for the 7.3 database.

Is it the line in configuration.php: public $password = 'password';

If it is, then I changed it to match and the site still will not start.

And is that php file located at c:\users\username\website for my environment? In other words, the base folder for Joomla where index.html exists?

If I have the right php file, then what else can I try?

That is the correct password. The other database connection details need to be correct, too:

If the server hosts several database applications, the $host may contain also the port that the database server is listening, for example 'localhost:3308'.

All that checks out, except for dbprefix. How do I make sure it's the correct value? I imported the 7.2 db from its backup. Can I get the dbprefix of the 7.2 db somehow?

Only 1 db app is being utilized on this server and the port is the default 80.

If you imported the database and the file system separately, the database table prefix used in the 7.2 database is in the file configuration.php. See the variable $dbprefix in the above example.

Normally MySQL uses port 3306, not 80.

I should have specified port 80 was for the website. I have not changed any of the default ports. MySQL is still be 3306.

After installing XAMPP, I created a new db with password = pwd1, and then I imported the db with password = pwd2 from the working website, could this pwd mismatch cause the issue I am seeing? I changed the configuration.php to match the pwd1 pwd, but the site still will not start. If it can, how do I change the pwds to match? I can't open localhost/phpmyadmin. I get this:

The password mismatch can cause the error message. Edit the file configuration.php and change the variable $password.

Root with no password in a database server of a public website is a security risk. You can find the instruction how to change it from the XAMPP FAQ.

BTW, if this website is for live production and it has to be in Windows environment, have you come across Wampserver? Wampserver makes it easy to install several versions of PHP as extensions and then switch between them when testing upgrades.

Is this site "live" on the web, or simply offline localhost? User "root" and no password is fine for localhost that is not connected as a live server.

My observation is that the error in your screenshot says you're not using a password, so try leaving it blank in the configuration.php file. The reason it's saying "can't connect" is you're trying to use a password when one is not required in this particular instance.

If it is a live server, then you need to create an additional database user, avoid using "root", and a strong password.

XAMPP is not suited for production. It's a development stack.

I am doing the upgrade in a test VM separate from the production physical server. I have restarted the PHP upgrade process from step 1 and this time I have created a new db using the pwd from the previous db and I imported the previous db and I still get the same error of the website not starting due to a session error.
Default ports are being used. No other db's or apps are on the VM. The data values all check out that you suggested I look at.

The root user does have a pwd, it is just the localhost/phpmyadmin that will not work until I switch it to using a pwd.

(I'll be happy to switch to Wampserver at a later date once I get a better handle on the insides...that is a great suggestion I did not know about)

The error message "Warning: session start(): Failed to read session data" on line 260 is caused by invalid database credentials in most cases. Check the MySQL or MariaDB log file which username is recorded from the connection attempt and edit the file configuration.php accordingly.

A couple of observations from the FPA results:

Max. Upload Size: 2M | Max. POST Size: 8M
Too small, thinking of Joomla update files. Set both to 30M in the php.ini file.

Elevated Permissions (First 10) :: (redacted) (777 |
.(redacted)quarantine/templates/ (777) )
The name of the folder shown as (redacted) must have been replaced by the word censor at the forum. How would the template folder end up in the quarantine subfolder? Does the server run some anti-virus or anti-malware application?

Some extensions like JCE seem to be out of date.

The old templates from Joomla 2.5 can be uninstalled.

In the file mysql_error.log there is no error listed, nor is there an indication of what user it was using to connect with.

On the actual physical server, opening a browser with 127.0.0.1 shows a working website. The redacted items in the fpa output are additions I made to sanitize it.

Are you connecting to the correct database?
The FPA can connect to the db with the credentials provided, because the db type and version is reported, but it does not find any tables in the db. (or the script hit an error in the process)

How does the FPA know the db creds? I never entered them, nor did it ever ask for them.

It turns out that the daily backup of the db that I was using as an import into the 7.3 Xampp has a size of 0 bytes. I imported an earlier db of correct size and the site started. Thanks for your help. I will be looking into Wampserver now.
