It can be done using the Phoca Download Extension.

https://extensions.joomla.org/extension/phoca-download/

By moving the files outside public_html (web root), the can not be accessed by direct link. The user have to be logged in and controlled by ACL.

What you need:

Phoca Download Component
Phoca Download Content Plugin (to include Documents iside articles)
Phoca Download Editor-XTD Plugin to put a button under the editor.

@Per beat me to the answer...however:

I suspect you may need something like regular labs Conditional Content.

Otherwise a download component like Phoca Download can restrict downloads of files. It also has a plugin, where by you can include the downloadable files in articles. If they are set with restricted access, the user will be prompted to log into their Joomla account to view them (or, they won't be visible at all, unless the user is logged in). You can also restricted the files based on user group etc.

Since I don't know in what way you are listing these links to the files, the above are just my suggestions to a solution for your question.
