Where is "every cache function on Joomla"?

Just curious, where is "every cache function on Joomla"?
I'm getting frustrated trying to develop my site again after moving to Joomla 4.1; have System/Global Configuration/system: cache disabled, using browser with cache disabled, joomla is still caching pages. I have to flush the site cache in Joomla after every site modification to see what I'm doing. Turn the session lifetime down to one minute and all that does is bounce me from the admin area after one minute, LOL. I didn't have this issue with previous Joomla versions, what am I missing here???

One way to track down why you seem to need to clear caching while you're making modifications to your website design is to post the Forum Post Assistant report.
