Welcome to Joomla! world. A good starting point would be https://docs.joomla.org/.

You could install utilities/tools such as WAMP Server or XAMPP Server on your PC or laptop to create the environment for installing and running Joomla!

Welcome, and a good idea. How to begin?

1- Install Wampp, Xampp, Mampp or Lampp on your computer.
That way you can set up Joomla without actually being online.
2- In your htdocs or www folder (in step 1) create a folder. That'll be the folder you work in. You can create as many sites as you want, for each site, create one folder.
3- Download Joomla and install it.
4- I usually install the JCE editor and Akeeba backup, once the Joomla install is done.
5- Play with it. Ty it out. You can't break it. If you do, delete that folder and try again.
6- Make a(n Akeeba) backup and restore it.

Now you understand the basics of Joomla and go online.
