Assign article to specified users

There is a site where are ~100 users.
When the admin creates an article he wants to select which users are allowed to read it. I can't create user groups because every article is assigned to different group of users. Some article is for 1 user, some for 3 users, some for another 3, some for 10-20 users, some for all.
The main goal would be that if the user is logged in he can see all of the articles which are assigned to him.
How should I do that? Is there an extension for that?

Worst case scenario is you create a user group per user and assign like that but surely there is some commonality between the users and the assignation of aricle to user isnt completely random...

The users are companies. The articles are legal documents. A document is assigned to the users who are affected by it. But it can depend on the size of the company, it's location, the type of it, do they use electric cars or not, which mobile company have they contract with, do they buy goods from foreign countries or not, etc etc.
Like when a 2 person company and a 1000 person company are from the same city, they are both affected by some location-related documents but the small company doesn't have >100 cars.

Allows assigning a unique home page based on chosen User, User Group or Access level. So when the Company is logged in, they see their own home page; when logged out, they see the site's default home page.

Re-reading your question, just thinking my response above isn't really a solution as I thought you were talking about different users seeing one article (such as a home page). Your question goes beyond that....

Maybe use a document management extension to start with, then you can assign (as already suggested) by users or user groups. Phoca download for example or E-Docman etc. I don't know if the permissions set there work by individual user name, or again with user groups. Phoca is free, there are probably other free ones, so you can probably test some to see if any meet your requirements. E-Docman is commercial, but perhaps you can ask the developer pre-sales questions about the matter you've posted here and if their extension will achieve that.
