How do I restrict the access for one article to one User?

I found an answer on the forum which looked spot-on :-

Create a specific user group, call it (Client's name)
Add that client as a user, assign him to that group.
in the article, under Access, change it to that specific user group
Viola... only users in that group (should be only one user, right?) can view it.
I have set my article access to Registered, but I don't see how to select a user group or specific user. These options were not in the drop-down values list.

I'm on Joomla! 3.9.11

First, you must create a new group

Then, create a new user and add it to that group that has been created.https://docs.joomla.org/Adding_a_new_user

And you can change the access permissions in the article.

Create an access level that contains the user group and set the article to this access level.
