target-blank Link Attribute Not Working With JCE

A site is using Joomla 3.10.1 and the latest version of JCE Editor.

I'm trying to place two links to an internal article so that it opens with the target="_blank" attribute in both cases. A link created as part of the menu works OK with the target article opening in a new tab…. but a text link placed in the content of some other article using JCE Editor will open the correct article but not with the target="_blank" attribute. Does not seem to be browser related. The html of the text link is:

<a href="index.php?option=com_content&amp;view=article&amp;id=16:credit-card-form&amp;catid=9:application-category&amp;Itemid=101" target="_blank">Credit Card Authority Form</a>

Am I missing something?

You can try to get support from JCE Editor team https://www.joomlacontenteditor.net/support
Or you can enable SEF and recheck.
