Abnormal Joomla Set Up Wizard Look-Won't Progress

Greetings!

I am new to Joomla. I just installed a fresh LEMP server. Linux Ubuntu 18.04 LTS - Nginx 1.40.0 - MySQL 5.7 - PHP 7.2. CertBot SSL Certs for my two hostnames. So far so good it seems.

I installed the latest Joomla - v 3.9.6
To do so I followed these instructions:

All seemed to go well until I got to actually running the Joomla setup wizard at the end. My first clue is that the Wizard on my host does not look like the Joomla wizard should look. Please see the screenshot.

Then, I enter the information it asks for but does not advance to the next page when I click "Next."

Thoughts? Suggestions?

any errors in the php error log?

The uploaded image shows that the Joomla zip is not correct extracted and that the css is not loaded. Overwrite the installation folder with a fresh (extracted) installation folder and you should be fine
