Finding version number.

Where in the scripts or database can I find the installed Joomla version number like: 3.9.xx where it is used for checking updates.

PS.
Update!
I did Know that a file in the folder libraries had details of version numbers.
However, for one or the other weird reason that file did NOT get updated!
Why? I haven't got a clue (yet).
But I will find out on my next upgrade.
At present I copied the file from another domain over.
