Access forbidden when installing on localhost

I tried to install joomla3.8.0 (http://localhost/joomla_3.8.0/)but when I do, I get this message.
Any suggestions?

You don't have permission to access the requested directory. There is either no index document or the directory is read-protected.

If you think this is a server error, please contact the webmaster.

Error 403

it is likely a permissions issue with your Joomla install, can you please check. Typically permissions need to be 644, 755 or 777 on your index.php based on your server settings.

I assume "localhost" in this context means your computer running something like XAMPP or do you mean your live host?.

On your PC, in Windows or whatever your O/S is, (Windows as an example), right click the folder edit the properties, and uncheck any option that refers to "read only".

I wouldn't use CHMOD 777 for any file or folder and the documentation doesn't recommend it.

what is your localhost server software ? appserve or wampp server ? i am using appserv and joomla smoothly in localhost. also, your directory chmod must be full permission

check any .htaccess file then remove it
