Are we end users supposed to know what these errors means?

Whose error code is 1062 so I can look it up? Microsoft's, Joomla's, SQL's, Chrome's, Fire Fox?
Under "INSERT INTO", "insert" what? $5, $10, $50 in what currency, or is that INSERT stick, light fuse - run.
Tried search engines but I got everything in a different language.
