No input file specified. on fresh installation

Fedora 27
php 7.1.16
mysql Ver 15.1 Distrib 10.2.14-MariaDB
PostgreSQL 9.6.8, 9.4 & 9.5
Apache 2.4
Joomla 3.8.6

I've made the php.ini changes and .htaccess file updates.

I'm using the install guide at: https://docs.joomla.org/J3.x:Installing_Joomla

I've unpacked it. Set the permissions to 755 for apache. Restarted httpd for good measure. http://localhost/Joomla gives me No input file specified. If I try http://localhost/Joomla/installation I get the same thing. I had it up and running late last year but after upgrading my system it stopped working and so I wiped out all of the databases and updated my system and started over but I can't get it to work.

Did you configure your server regarding all requirements?
https://docs.joomla.org/Technical_requirements
e.g. Apache(with mod_mysql, mod_xml, and mod_zlib)

What owner/group is Apache running under?
See /etc/apache2/envvars
The default value is:
export APACHE_RUN_USER=www-data
export APACHE_RUN_GROUP=www-data

What owner/group are the files/folders of your Joomla website folder?

I installed everything via rpm (dnf).

I added extension=mysql.so to my php.ini file. I'm not sure about how to enable the others.
I'm thinking there's something else going on because I get No input file specified when trying to view phpinfo() via web browser.

apache is the user and the group and owns the entire Joomla folder.

I forgot that I had to reboot after making changes to my php.ini file. But because I did so many things, I can't even say for sure which solved the problem so this will be of no help to others. My bad.
