For anyone else wondering about what to do with htaccess.txt or web.config.txt, I suggest you search Google for "Do you need to change htaccess.txt?" 8)

web.config.txt is a file that is to be (when on a windows server) renamed to web.config. I your site not on a windows server then it does not apply to your site.
