problem installing Joomla

I set up a web server with virtual hosting and put Joomla in the document root. I get an error 500. checking the logs, I see the following: [Sun Mar 17 19:1319.217691 2019] [php7:error] [pid 17201] [client 192.168.1.173:50776] PHP Fatal error: require(): Failed opening required '/usr/home/(portion deleted for privacy)/www/libraries/vendor/composer/../joomla/string/src/phputf8/utf8.php'

Potential Missing Extensions: you need at least zlib, xml, zip, mbstring, mysqli

Potential Missing Modules: you may need mod_rewrite

Ok I'm banging my head right now. I found 2 of the 3 directives you mentioned in php.ini. How do I nake the session path writable, and why am I now getting a forbidden error? I can't even run fpa now.

Right now, though, the server is not accessible from the Internet. Security is not top priority. Getting it up and running is.

Make sure database user has full Permissions

When you say local net work ... do you mean localhost on a PC or are you linking 2 (or more) PC's together.

Not localhost. Another computer on the same subnet. I am VERY familiar with networking. It's web server management I'm trying to get a handle on.

So it is acting as a virtual host i.e. running as a computer with localhost connected to another computer ... not a server serving the network?

It's a used Dell standalone server pulled from service in an office running Ubuntu, with command line interface and ssh, not a desktop being used as a server. It is running headless. I had already made the max upload and post changes right after I posted the previous fpa.
I used Joomla a number of years ago when 1.5 was the current version without trouble. I got busy and didn't keep up. Now getting back into it, configuration systems for Apache have changed dramatically, and I am honestly lost. I'm not even sure how to get this to cgi mode, or how to get the missing modules which appear to be there in one screen but not another.
