New Install: page not found error

Here's a stumper.

I am trying to install another Joomla in a sub directory of an existing site BC there are issues with the old and I want to start fresh while leaving the old site up until I am done.

I have done this MANY MANY times over the years and never encountered this problem.

I create directory, upload latest 3.9.28, extract then navigate to that URL ( as one would do ) but I keep getting a PAGE NOT FOUND error and the tab says 404-Acticle not found.

I renamed the license.txt to index.html and that loads right away. If I actualy type in /index.php same thing, get NOT FOUND error.

It is there. I can see it. Browser insisted I don't it isn't. Nothing in log files provides any clues.

I have even deleted it all and unzipped a fresh install package. No change.

I tried FPA but that also results in PAGE NOT FOUND.

I tried disabling .htaccess in root. Original site loads ok but then I get Internal Server Error in the new subdirectory.

Created another directory. New copy FPA says NOT FOUND 404-Category not found

Why would FPA be looking for a category in an otherwise empty folder?

I ran FPA from root of the original site because it will not run from the /site directory where I am trying to install new Joomla.

The page not found error trying to set up new site indicates that for some reason it is grabbing data from the main install in root folder. It is saying in tab "article not found" which makes no sense since this would be a fresh install with a new DB etc.

In the page not found error it is showing the menu from the /root installation.

How/why would a fresh install grab data from another installation in another folder entirely. How does that index.php look backwards in the file structure?

How can I stop that? In the many times in the past I have done this very thing this has never happened.

NOTE: The below FPA is NOT run from the folder were I am trying to place another Joomla install.

I found an old post about this that indicated that, at least as of the time of that post, installing a second Joomla in another folder should work fine. I have done that on a number of occasions with never an issue.

Perhaps something in the recent updates prevents that? ( tried in admin/config to take main site offline but that did nothing to help. I just get the message that the site is offline in the folder where the new install files are located.

How can I get the DocumentRoot version Joomla to ignore /site directory where I am trying to install another Joomla?

The index.php in the new folder keeps looking BACKAWARDS at the original install.

The folder "new" has elevated permissions.

There must be some rewrite on the server that kicks in.

Have you tried to run "/new/installation/index.php" ?

/new is empty just tried to run FPA from there as test got same error. Going to just remove that.

/site is the directory with the installation files and yes I tried a full url to installation/index.php.
Same error except instead of 404-article not found I get 404-catagory not found

I disabled that with a rewrite issue in mind. Main site loads fine but then in /site I get internal server error.

If this is the message

The page not found error trying to set up new site indicates that for some reason it is grabbing data from the main install in root folder. It is saying in tab "article not found" which makes no sense since this would be a fresh install with a new DB etc.

In the page not found error it is showing the menu from the /root installation.

you either have database credentials wrong or the htaccess is screwed up. An alternative would be you have the lifesite entered (on second install) but FPA says you have not in the primary doamin
