1. It may be Apache webserver needs restarted
2. your htaccess file in the site root can have a php handler. you may want to change or remove it.
3. in the parent of your sites root may be a folder with something like /etc/phpwrongversion or something..
4. more trouble ...

I would suggest you contact your, host, and tell them the way you are trying to update PHP (the method they provide for you to do it) is not working.

However, in cPanel (for your hosting service not Joomla) it should be a matter of selecting the PHP version -

For me personally, when I do this, the effect is immediate.

What version of PHP are you updating from?

Can you run the Forum Post Assistant script in your Joomla installation? See the red box top of this forum for the link to the FPA website and download the script there, and run it according to the instructions. (The FPA will tell us among other things, what PHP version your site is running on).

Strange if the support representative of your host does not know how to identify the issue, for example by checking the items in the list provided by @waarnemeer.

As requested by @AMurray, please post the results from the Forum Post Assistant (FPA) by following the instructions at https://forumpostassistant.github.io/docs/.

@AMurray is right; you set the PHP version in your hosting cPanel but there may be something else overriding this.

Search the files on your server for any .htaccess files and look inside them for code that refers to a PHP version. Check inside folders and not just the document root folder, e.g. /administrator, etc.

Check, too, the content of any php.ini files that you may find.

I have done what you suggested and contacted my web host and although my website is showing an error message and having checked the site out they have advised that the error message is not affecting my site and I am running on PHP 7.4 so I am just going to leave it as that
Thanks to everone that has helped me

if you see the error message on any (near) end of life PHP version, you are NOT running PHP7.4
eventually in future you may run into problems when function in updates require new PHP features.

you realy should investigate where this message comes from.

For those interested in the cause of this.

Since PHP versions can be set by folder..
It appeared not all child folders on change of root folder where changed to new version recursively.

All is working well know.
