Unable to turn off displaying "Title" in 3.8,1

Joomla v3.8.1

"Breadcrumbs" module unpublished and "Display Title" set no
"Display Title" has been set to no Globally
Menu "Show Title" option set to "Use Global (Hide)"
Menu Title is "xxTesting"

This line of code

<title>xxTesting</title>

is being written to page when the menu is called regardless of the settings. I have obviously missed a setting somewhere.

I do not want the title to ever show. Anyone have an idea where I go to fix this?

Thanks for the response.

The Menu Global Configuration parameter "Show Page Title" is set to no and the "Show Page Title" parameter on the menu item is set to "Use Global". Still shows title.

As a test I changed the parameter on the menu item configuration from "Use Global" to "No" and the title disappeared. Apparently not working as expected but can be overcome.
