Put a test.html (with some text in it) in /administrator and see if yoursite.com/administrator/test.html can be reached.

Hmm ...

If the frontend works, if a file is placed in the administrator folder (and it also works) but if attempting to login to the /administrator site over with the "service unavailable" message, it's inconclusive whether the problem is due to how the webhost was configured or how Joomla was installed (and subsequently "managed"). So, while I admire @brian's crystal ball technique in determining the source of the problem, I think that it may assist if the Forum Post Assistant report was posted in this topic.

The FPA report may not necessarily home in on the specific problem but it won't hurt to see it.

This is probably the issue: Free Disk Space : 0.00 GiB

Other issues that have to be fixed:

.htaccess/web.config: No (Rename htaccess.txt to .htaccess)
Session Path Writable: No (Set save.session.path to a writable folder)

We have enough space in our hosting package.
we changed to .htaccess from htaccess.txt

But the same problem occurred.

Also our hosting provider informed no issues in the hosting package. Because the same hosting package other PHP CMS installed and working fine.

The problem occurred only in Joomla Admin area. Is there any settings need to modify for this issue in Joomla configuration?

Joomla! Configured :: Yes | Writable (640)
Set 444 if no avail set 644

Have you fixed Session Path Writable: No ?

This is not an issue with joomla. the error message is not coming from joomla. find out where the error message is coming from and your problem can be solved but it is not coming from joomla

No it isn't but the message in the OP says "or capacity problems" ... the fpa reports " Free Disk Space : 0.00 GiB ".

The OP says "We have enough space in our hosting package ... the same hosting package other PHP CMS installed and working fine."

This begs the question ... what is using the disc space when Joomla or the fpa is run ?

Could the other PHP CMS that are installed be hacked ?
What are the other PHP CMS's that are installed on the same package ?

> No it isn't but the message in the OP says "or capacity problems" ... the fpa reports " Free Disk Space : 0.00 GiB ".

And thats the problem

> The OP says "We have enough space in our hosting package ... the same hosting package other PHP CMS installed and working fine."

Thats what they say but it doesnt mean they are correct. For example their "hosting package" might have per domain disk space limits

> Could could the other PHP CMS that are installed be hacked ?
What are the other PHP CMS's that are installed on the same package ?

Irrelevant

This error message is a server 503 message - the problem is with the server. Only the hosts can resolve the issue.

If one of the other CMS's is Joomla and that site works then the OP has a 'known' for comparison.

Thanks for all the supports..

Our issue is not Joomla and hosting side, the problem is internet services.

Acutally our website hosted outside of India, if we try any ISP request from india is not properly reach to the hosted server. but if we tried from other countries Joomla admin working fine.

Anywany we will find the solution to solve internet network issues.

Once again thanks for all the support.
