Hi! How to send a text message to all visitors, for example create a guest accessible custom module with a text or is there a more convenient way? What would be perfect is a message that looks like a Joomla system message (what appears for example on registration).

Similar, but with custom text message, which is not related to cookies. (Cookie warning is solved)

I don't know of any other way to detect a new visitor than to check for an existence of a cookie.

Well then it's not a problem if someone is not new visitor, the point is to display a message to everyone

I mean to display message on the public / guest part of the site, so everyone who visits the site will see that message, I think this should not be complicated though I didn't find the way

If you want a static message, you can easily do that using the Joomla custom module. Just input your text, select position, page, style it and publish for your site users to see. It's best if the module is displayed in a highlighted box manner at the top of the page. Otherwise, simply search for a good welcome message module or notification banner in the extension directory to do this for you. There are good ones capable of detecting a new visitor vs returning....
