I am receiving the warning

Your PHP version, 7.0.31, is only receiving security fixes at this time from the PHP project. This means your PHP version will soon no longer be supported. We recommend planning to upgrade to a newer PHP version before it reaches end of support on 2018-09-03. Joomla will be faster and more secure if you upgrade to a newer PHP version (PHP 7.x is recommended). Please contact your host for upgrade instructions.

Checked with my host who indicates that
7.0.31 is the current version, and it's supported until December with security support for another year after that.

7.2.x is the current version. Latest joomla runs on this with no problems,not all extensions do though,so check your extensions before updating.

Apparently the current PHP version check is not accurate. The following topic has link to a patch to the plugin that checks the PHP version, which may fix the issue with the wrong date:
