Password reset link not working for some users

I have some users complaining that the password reset link does work. I have tried repeatedly and never have any problems. The thing I notice is that the verification URL it is sending to them has a item ID appended like this…

Removing the ID allows the link to work. I'm puzzled why some users are getting the ID?
