no J 3.9 - J 3.10 update package?
In the downloads/updates area there are no packages for updating from 3.9.x to 3.10?!
where would I find this package?

Is there a reason why you're looking for a package to update from J! 3.9.something to J! 3.10.something?
The normal method for updating J! is to use the Joomla! Update component. That is, go to
Components » Joomla! Update
and then run it. The update should then happen automatically.
All the packages for updating/upgrading from older versios of J! to J! 3.10.1 are located at https://downloads.joomla.org/cms/joomla3/3-10-1

I manage three sites and they all tell me that Joomla is up-to-date…
You already have the latest Joomla version, 3.9.24.
You already have the latest Joomla version, 3.9.25.
They all use the same PHP version (7.4) and are hosted by the same company.You already have the latest Joomla version, 3.9.26.

In your case, @seanos, you have a different problem. Check Extensions » Update Sites and ensure the item "Joomla! Core" is enabled.

Wow. I never thought to check, but many things were disabled. Is that something that happened as a security precaution? It’s not something I ever changed as I rely on it for updates.

Thanks for it, but no I didn’t notice that link to the explanation. Seems like the Joomla Core should be exempted from being disabled. Surely having an updated/secure site is in everyone’s interests and if there is no connectivity at all, what’s the harm in connection attempts?
I have done all the updates now (including tedious Ark Editor uninstall & reinstall). It’s clear I’ll probably have a bit of weeding to do before Joomla 4.
