Slowness after upgrading to Joomla 3.8 (from 3.7.5)

Good day
Recently upgraded to version 3.8.
After that, at site were problems with very slow working in the administrative panel and on the site. The download in both cases became too slow (more than 40 seconds).
I ask to help in solving this problem, because I do not know where and what to look for.

Thank you for providing the debug information. The 30 seconds seems consistent - it seems that something is timing out, maybe a curl call, or it might be some Apache server setting. Try disabling your system plugins (the ones that you installed, not the ones that came with Joomla) one by one (starting with the one with the highest ID), until the problem is fixed. If that is not fixed, then check your Apache server settings (it might be that you are hitting a limit). Also check any firewall rules that you have on the server. Finally, check the answer here: viewtopic.php?f=709&t=955104&p=3494314#p3494314 as it might be a slow query problem.

Apache worked good with version 3.7.5.
Now I disabled the system plugins (the ones you installed, not the ones that came with Joomla). The problem did not disappear. Since there was no problem with Apache on version 3.7.5, this is probably not a problem for Apache. There are no problems with the server.

Now I work with administrative panel. The problem did not disappear.

Thanks for providing insight about this. Have you tried enabling the slow query log to see if there are any slow queries? Also, is the problem happening on all pages or only when you do certain actions, such as adding/updating an article, for example?

One more thing to add, even if Apache was working properly on your previous version of Joomla, it might be that Joomla 3.8 is making more connections, and is being throttled by an Apache/Firewall settings. Maybe check with your host about it.

It's problem happening on all pages at frontend and when do any actions at administrative panel.
Now slow query now is not see. But problem exist.

Today I have been in touch with my hosting provider. He expressed doubt as to the problem being a MySQL issue. Not see slow query
