You use JFusion that I used earlier it is not adapted to PHP 7 and the development stopped. I Have converted to Kunena. There might be versions at GitHub for JFusion, but developer has abandoned it. There is a bridge that costs 60 USD for phpBB3 and Joomla. Have you tried another admin template?

Thanks. JFusion is present on disk, but is not actually installed. It does not show up in lists of plugins. The site isn't actually relying on JFusion. Would choice of template affect performance?

I think I counted about three different caching plugins installed and enabled on this website! Why so many?

Max. Upload Size and Max. POST Size settings look to be too low.

PHP 7.0 is defunct, outdated and unsupported.

Live Site setting is unnecessary and a sign of a badly-configured web hosting platform.

Thanks for the comments. I'm providing the hosting on a dedicated VPS. My client who owns the site assures me that SpeedCache has been uninstalled and JetCache disabled. The site still spends over 30 seconds in "Application: Before Access::preloadComponents (all components)" just to get into global configuration from dashboard. Other sites running on directly comparable hosting do not have this problem.

Max upload and max POST are both set to 20 MB. That seems enough for current purposes, is more needed? Could it affect performance in the way described?

The server is running Debian Stretch (current fully supported release), which will always report PHP 7.0 although it is updated with any important upgrades through the standard Debian maintenance process. It is not wise to install new PHP releases into a Debian system, as it compromises the stability and maintainability of the system. The Debian software is completely up to date, including Apache and PHP.

Can you be specific how the need for live_site to be configured reflects a problem in hosting? What feature of hosting are you referring to? Is there documentation for this issue?

There is no need for .htaccess because the necessary directives are in the Apache configuration - which is both more secure and more efficient. If access to the server is available, .htaccess should never be used. It's a pity more software providers don't take account of this and provide appropriate support for Apache configuration. None of these points seem to resolve the performance issue.

Didn't know you can run Apache without a .htaccess file. That's why I use Nginx instead.

Yes, I've been running Apache without .htaccess for some years now. The directives have to be slightly different when included in the configuration from .htaccess. These are normally included in the relevant vhost section. As very few software developers seem aware of this, software is often issued with an .htaccess file but without the corresponding configuration directives. Making the conversion is tiresome! Although the same must be true for nginx. The well known book on mod_rewrite describes the differences. Personally I prefer Apache as I think it is more consistent and a more stable project with a huge amount of accumulated knowledge and support.

In case anyone is interested, it seems the problem was down to the PHP function session_start taking around 30 seconds when entering the admin side global configuration. I have no idea why this happened, and only with certain applications. But selecting database sessions instead of PHP seems to have made a substantial improvement.
