CPU spikes randomly, often at 100% Topic is solved

The past month, our site (on 3.9.20) has had some wild CPU usage swings. I've tried disabling each plugin one-by-one and still the CPU is a rollercoaster, often topping out at 100% and resulting in a 508 error when that occurs. Our site does not get unexpected amounts of traffic; it's always been steady and sees slightly more traffic during the work day.

I've asked the host of our dedicated server to allow more resources on this container, but that hasn't had an effect either. The only method I've found for stopping these CPU spikes from overwhelming our container is to kill the processes for that site in WHM. That's hardly a solution, though.

Everything is up-to-date and functioning well, when it loads. Can someone direct me how I might be able to diagnose the source of these CPU spikes? This had not been an issue at all until the past month or so. I'm at a loss. Our host says it's likely an errant plugin, but I haven't been able to find that, if so.

The only thing I've done since running this FPA was change the Session Handler to PHP. I read that in another forum post. But, alas, it also has had no effect on the spikes (though, the site does load faster when the CPU isn't being stressed!)

1) Allow url_fopen() is disabled; this may make things difficult in future to update your J! website.
2) Max. Upload Size = 8M, Max. POST Size: 16M and Memory Limit = 128M are inadequately low, not only because the server is probably thrashing to obtain sufficient memory to operate (and therefore causing the CPU to spike while it's page swapping/faulting excessively) but also because they're going to cause future problems when you try to update the software on your website.
3) The setting for $live_site is non-null (see viewtopic.php?f=710&t=981058&p=3609391& ... e#p3609391).

Recommend (a) enable url_fopen(), and (b) increase Max. Upload Size to 32M, Max. POST Size: 32M and Memory Limit = 256M as the minimums.

Unfortunately, I need to give this post a bump. I made the above suggested changes, I also installed a bot-blocker, enabled both caching via Joomla Page Cache and anti-flooding in sh404SEF, and added a few lines to robots.txt and .htaccess for bot blocking. (Our host strongly suggested we try to curtail bots affecting our site.) We're still getting wild swings in CPU usage, despite these measures. Looking at access logs, I'm not seeing any bots getting through to loading the site.

When the CPU is maxed out, I noticed numerous instances of index.php consuming the processes. I thereby kill all processes in WHM, which relieves the CPU until it happens again.

The bot blocker I'm using is Stop Bad Bots. Is there a recommended option available? Anything else I might try? I've turned off each plugin one-by-one, watched for a maxed out CPU and then eliminated that plugin as a culprit. Below is an updated FPA, if it's of any use:
